Quick Rules Overview:

1. Rebellion Phase: The Rebellion player selects two adjacent districts and places the operations area marker between them. Then they play three cards — two face down and one face up.

2. Empire Phase: The Empire player chooses two power tokens (one after another), performing the action associated with each. Used tokens are flipped to their exhausted side.

3. Assignment Phase: The Rebellion decides how to allocate the remaining cards to strengthen their presence in the chosen districts.

4. End of Round: The Rebellion checks whether any districts have been liberated. If all Empire power tokens are exhausted, they are refreshed. The Rebellion draws three new cards.
